Managing Director of GAINDE 2000 Chairman and Co - Founder

Ibrahima Nour Eddine DIAGNE is currently the Managing Director of GAINDE 2000, Chairman and co-founder of African Performance Institute.

 Mr. DIAGNE is a renown international expert on Single window with 23 years of experience on trade facilitation and paperless trade. He is the Managing Director of GAINDE 2000 in charge of implementation and operation of the Single Window for Trade in Senegal. He led the implementation from inception in 1995 to full operation of the platform in 2002. Before his appointment as GM of GAINDE 2000, Mr DIAGNE was the e-business Director of the Trade Point foundation in Senegal between 1995 and 2001.

Mr Diagne is amongst the key founders of the African Alliance for Electronic Commerce (AAEC) that gathers several countries in Africa, Mr. DIAGNE has been the Chairman of the Alliance from the inception (2009) to 2017. He honored his Chairmanship with good and loyal services with important achievements and international recognition. He led the release of the initial versions of AAEC implementation guide for the Single Window.

He is the team leader of the revision of the recommendation 33 of the UNCEFACT.

From 2016 to 2019, he played an important role of Reporter of UNCEFACT (United Nations Center for electronic transactions).

Mr. DIAGNE co-founded a new initiative called African Performance Institute with the objective to address issues on the development of the Digital in Africa.

He holds a B.Sc, MBA and M.Sc from HEC Montreal and HEC Paris. He is board member of the E-Futura (France), the American Chamber of Commerce Senegalese section, the University of Ziguinchor (Senegal) and the Virtual University of Senegal (UVS).

Under his leadership, GAINDE 2000 has been awarded in 2012 the first United Nations Public Services award (UNPSA) in New York at the United Nations General Assembly Headquarter.
