Computer engineer, Eugène Rufin BOUYA graduated with a 3rd Cycle double master’s degree in Management and Computer Science, from EPITA from the IONIS Group in Co-habilitation with ISG in Paris (France). He also holds a Higher Certificate in Transport Economics, from the LET, National School of Public Works of the State-University Lumière Lyon 2.

Mr. BOUYA has led several structuring projects such as the Electronic Single Window system implementation for cross-border operations (SEG) and the Cargo Tracking Electronic Bill of lading of the Congolese Chargers Council where he held the position of Director of Information Systems and management control.

Mr. BOUYA is the Founding father of paperless projects related to E-administration of E-business and E-Government. in Congo.

He has worked in the digital field in France and Belgium in service and computer engineering companies. An international expert, Mr. BOUYA has over 19 years of experience in the field of digital and trade facilitation. Very involved in computer engineering issues, dematerialization of procedures, he has actively participated in international activities in the field of ICT and International Trade.

He is the first and current Director General of the congolese Single Window for Cross-Border Operations (GUOT)
